The chief objective of this component was to mitigate the negative impacts of the 2009 global economic and financial crisis upon the most vulnerable groups in the ASEAN region. It is against this backdrop, the Government of Japan contributed approximately USD 61,900,000 in 2009. It was mainly utilised for: 1) social safety net programmes including unemployment measures and vocational training, education, food assistance and healthcare; 2) assistance to small and medium-sized enterprises (SMEs); and 3) assistance to agriculture, fisheries, and rural areas.
